West Warwick - Cowesett Avenue

The Infrastructure Replacement Program IFR 2022 construction bid was awarded on October 27, 2022 and work started on April 17th,2023. IFR 2022 was designed to continue the aggressive replacement of critical infrastructure for several high priority locations within the KCWA distribution system. This project generally involves the installation of water mains in the Town of West Warwick. This project is essential in providing enhanced water quality, increased pressure, fire protection, and resiliency for 100,000 people in the eight cities and towns we service. This project encompasses installing pipelines consisting of approximately 7,600 linear feet of 16-inch ductile iron pipe, 4,360 linear feet of 12-inch ductile iron pipe and 2,100 linear feet of 8-inch ductile iron pipe. Specifically, the project involves the replacement of 1887 vintage cast iron main along Cowesett Avenue and Main Street. While under the roadway, KCWA is simultaneously installing a separate high service line to loop several dead-end mains and reservice localized areas of historic low pressures in and around Carlson Circle.  A major component to this project, and the most critical, is the replacement and relocation of the water main at the intersection of Cowesett Avenue and Quaker Lane where there was gas infrastructure that was built on top of the water main.

July 22, 2024 to August 2, 2024 - Saw-cutting Trench and Test Pits - Cowesett Avenue from Coit Avenue to Quaker Lane (Alternating Traffic) (Status: In Progress)

July 15, 2024 to August 2, 2024 - Concrete Road Base Restoration of the Middle Lane on Main Street (Alternating Traffic) (Status: In Progress)

July 15, 2024 to August 2, 2024 - Install 16" Water Main in the Intersection of Main Street, Cowesett Avenue and East Greenwich Avenue. Test pits from COIT to Route 2 to prepare for Phase II starting on July 28th  (Alternating Traffic) (Status: In Progress)

**PHASE II START** July 28, 2024 to September 12, 2024 - Install 12" and 16" Water Mains on Cowesett Avenue from Coit Avenue to Quaker Lane (Detour In Place at Night, Alternating Traffic During the Day) (Status: Starting Sunday JULY 28, 2024 )

PHASE II COIT TO RTE 2:   Please note that the hybrid approach of both day and night work was redesigned and coordinated to be in conformance to RIDOTs permit requirements which includes zero road closures during the day.  Work is only allowed during the day utilizing alternating traffic control under the permit.  This day work is only being done to primarily perform temporary and permanent paving during the day when the asphalts plants are open, connecting customers to new infrastructure, and test pits.  This is primarily being done accelerate the job to be completed by Fall. 

Boyle & Fogarty Construction will be working on Cowesett Ave. Sunday night, Monday night, Tuesday night, and Wednesday night next week, 7/28 – 8/1. The hours will be 9 PM – 6 AM, with road closures during this time and a detour set up. At 6 AM, the road will be opened to alternating traffic and our crews will be installing a temporary hot mix asphalt patch in the morning.

Additionally, Boyle & Fogarty Construction will be working in the following areas:

- Main St. (concrete road-base restoration close to its intersection with Cowesett Ave.) – 7 AM – 4 PM – alternating traffic

- Cowesett Ave. (test pits between Country Drive and Rt. 2) – 7 AM – 4 PM – alternating traffic
