INVITATION TO BID
Sealed bids for general contractors will be received by Kent County Water Authority at this office located at 1072 Main Street, West Warwick, RI 02893 until 10:00 A.M. on September 24, 2019 and at that time and place, bids will be publicly opened and read aloud.
The work of this project generally involves the following:
Demolition: Tiogue Steel Water Storage Tank &Related Underground Pump Station - Coventry RI
Read School house Steel Water Storage Tank – Coventry, RI
Contract Documents may be examined and/or obtained at the office of the Kent County Water Authority, 1072 Main Street, West Warwick, RI 02893 on August 26, 2019.
A mandatory pre-bid conference will be held at 9:00 A.M. prevailing time on September 11,2019 at the Kent County Water Authority, 1072 Main Street, West Warwick,RI. All potential bidders are invited to attend the pre-bid conference.
Documents can only be obtained by general contract bidders. There is a$50.00 refundable charge for the Contract Documents. ONLY ONE SET PER CONTRACTOR WILL BE PROVIDED. To obtain a refund, Contract Documents must be returned unmarked and in good condition within one week after the opening of the bids.
Bidders requesting Contract Documents by mail shall forward a non-refundable check (payable to the “Kent County Water Authority”) in the amount of $25.00 per set to cover costs of handling and mailing. Mailing will be First Class U.S. Postal Rate only.
Bidders shall adhere to the provisions of State Labor Laws concerning payment of prevailing wages.
Each Bid shall be submitted (in duplicate) in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the designated form in the amount of 5-percent (5%) of the Bid. Bid Security will be refunded to all bidders following award and execution of the contract.
No Bidder may withdraw their Bid for a period of ninety (90) days, excluding Saturdays, Sundays and legal holidays,after the date of the opening of the Bids.
The successful Bidder must furnish a 100-percent (100%) Construction Performance Bond and a 100-percent (100%)Construction Payment Bond with a Rhode Island licensed Surety Company acceptable to the Owner within ten (10) days of Notice of Award.
The successful Bidder must fully complete the project within three hundred sixty-five (365) calendar days from the Notice to Proceed.

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
No Bidder will be considered, nor Bid accepted, if the Bidder is indebted to Kent County Water Authority for any unresolved issues regarding unpaid invoices issued by the KCWA or services and materials owed to the KCWA.

REQUEST FOR PROPOSAL RELATING TO
SERVICES FOR EVALUATION AND ANALYSIS
OF A NEW OFFICE AND MAINTENANCE FACILITIES
Sealed Proposals for Professional Architectural and Engineering Services in regard to conducting a facilities analysis and evaluation study for the Kent County Water Authority will be received by the Kent County Water Authority at their offices located at 1072 Main Street, West Warwick, Rhode Island 02893 until 10:00 a.m. prevailing time, on October 2, 2019 and at that time and place will be publicly opened and read aloud.
The work consists of providing directly to the Kent County Water Authority Professional Architectural/Engineering Services to conduct a facilities evaluation and analysis study. Three options should be considered based on the feasibility of 20 years occupancy use: 1. Conduct an evaluation and analysis of the existing Kent County Water Authority’s facilities. 2. Conduct an evaluation and analysis of land purchase new construction facilities. 3.Conduct an evaluation and analysis of leasing verses new construction purchase of the facilities. The final report shall contain a detailed cost benefit report, including spatial analysis, summary report and preliminary cost estimate for each option, design & construction as necessary to relocate the Kent County Water Authority’s main offices and construction operating facilities.
This project is all encompassing and requires varied engineering and architectural disciplines to complete the project. The Architectural and Engineering firm must be a multi-disciplined firm (civil, instrumentation, electrical, HVAC, mechanical,and architectural services) with a minimum of 5 years’ experience in all aspects of public water system operations, administration, personnel and maintenance needs. A complete detailed description can be found in the R.F.P.Scope of Work Section. The project is based upon the Authority’s; Capitol Improvement Project study, Infrastructure Rehabilitation Plan and related documents.
Detailed Request for Proposal submittal requirements and selection criteria can be obtained at the offices of the Kent County Water Authority on or after September 6, 2019.
A pre-proposal conference shall be held at the offices of the Kent County Water Authority at 10:00 a.m., prevailing time, on September 12, 2019. All perspective proposers must attend the pre-proposal conference as it becomes a condition of proposing this project. Any Proposal submitted by a proposer that doe snot attend will not be accepted for opening by the Kent County Water Authority.
All Proposers must pick up the Request for Proposals in person at the office of the Kent County Water Authority.
Each Proposal shall be submitted in accordance with the Instructions to Proposers.
