INVITATION TO BID
Sealed bids for general contractors will be received by Kent County Water Authority at this office located at 1072 Main Street, West Warwick, RI 02893 until 10:00 A.M. on July 31, 2018 and at that time and place, bids will be publicly opened and read aloud.
The work of this project generally involves the following:
1. The installation and replacement of water mains in the City of Warwick and the Towns of East Greenwich and West Warwick, RI which will serve the Kent County Water Authority. This project involves installation of pipelines consisting of approximately 7,000 linear feet of 8-inch ductile iron pipe and a new water main crossing of the Centerville Bridge No. 28. Also included are the installations of service connections, connections to existing mains, hydrants, valves, fittings, by-pass piping systems, and appurtenances. Pavement restoration is also incorporated into this project.
Contract Documents may be examined and/or obtained at the office of the Kent County Water Authority, 1072 Main Street, West Warwick, RI 02893 on July 10, 2018.
A mandatory pre-bid conference will be held at 10:00 A.M. prevailing time on July 18, 2018 at the Kent County Water Authority, 1072 Main Street, West Warwick, RI. All potential bidders are invited to attend the pre-bid conference.
Documents can only be obtained by general contract bidders. There is a $50.00 refundable charge for the Contract Documents. ONLY ONE SET PER CONTRACTOR WILL BE PROVIDED. To obtain a refund, Contract Documents must be returned unmarked and in good condition within one week after the opening of the bids.
Bidders requesting Contract Documents by mail shall forward a non-refundable check (payable to the “Kent County Water Authority”) in the amount of $20.00 per set to cover costs of handling and mailing. Mailing will be First Class U.S. Postal Rate only.
Bidders shall adhere to the provisions of State Labor Laws concerning payment of prevailing wages.
Each Bid shall be submitted (in duplicate) in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the designated form in the amount of 5-percent (5%) of the Bid. Bid Security will be refunded to all bidders following award and execution of the contract.
No Bidder may withdraw their Bid for a period of ninety (90) days, excluding Saturdays, Sundays and legal holidays, after the date of the opening of the Bids.
The successful Bidder must furnish a 100-percent (100%) Construction Performance Bond and a 100-percent (100%) Construction Payment Bond with a Rhode Island licensed surety company acceptable to the Owner within ten (10) days of Notice of Award.
The successful Bidder must commence work on September 4, 2018 and to fully complete the project by November 29, 2019 with the exception of final pavement:
a. The work on Centerville Bridge No. 28 shall be completed by December 14, 2018.
b. Final pavement shall be completed by June 30, 2020.

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
No Bidder will be considered, nor Bid accepted, if the Bidder is indebted to Kent County Water Authority for any unresolved issues regarding unpaid invoices issued by the KCWA or services and materials owed to the KCWA.
The offices of the Kent County Water Authority are handicapped accessible.
